Our Board is responsible for setting our strategic direction and has overall responsibility for our financial strength and our service performance, whilst ensuring that PCH achieves high standards and value for money.
Our Board Members bring a broad range of skills and experience with them including backgrounds in housing, finance, customer service, equality and risk management.

Valerie Lee

Joined the PCH Board in September 2020
Valerie hails from Plymouth and has enjoyed a successful career in the retail sector for more than 30 years, and leading large-scale transformation programmes. She has been an integral part of the PCH since joining in September 2020 and has recently been appointed a Chair of the PCH Board.
In addition to serving on the Board of PCH, Valerie also holds non-executive positions as Chair of the Circadian Trust, Vice Chair at University Hospitals Plymouth (UHP) NHS Trust and Chair of the new Healthy Lives partnership between the NHS Trust and Livewell Southwest.
Valerie’s experience as a non-executive and Board member has led her to see the benefit in partnership working across the city, to help address some of the broader issues faced in health, wellbeing and social care.

David Greenhalgh

Joined the PCH Board in January 2025
Over the course of a long and varied career, David has worked across almost every discipline in housing, has a degree in Housing and a keen interest in asset management, including repairs, maintenance and compliance. David was previously the Executive Director of LiveWest, a Board Member at Magna Housing and at GreenSquareAccord. He is also currently a Board Member at Two Rivers Housing in the Forest of Dean.
In his spare time, David keeps busy volunteering in his local village shop as well as looking after a patch in the local churchyard. His favourite football team are his beloved Huddersfield Town who he has watched in over 60 stadiums in the UK, often ticking off which ones are left to visit.

Emma Lovett

Joined the PCH Board in July 2023
Emma is a qualified accountant and has worked in several different industries including Retail, Housing and most recently global Supply Chain Management, in a career spanning 30 years. She has experience of systems implementation, business transformation, and raising finance.
Originally from Oxfordshire, Emma moved to the South West six years ago after returning from living and working in South America. She is now semi-retired and lives with her partner and three dogs in Cornwall.
“I am excited to have joined Plymouth Community Homes, a highly regarded housing association. My personal experience living in a developing country has increased my awareness and perspective of people living on very low incomes, the challenges that people face on a day-to-day basis, and that even the smallest assistance makes a sizeable difference to people’s lives and the community they live in.”

Jill is a Fellow of the Chartered Institute of Housing with a wealth of experience and knowledge in the housing and development sector. She has held senior positions in a number of housing associations and is the former Executive Director of Development and Commercial at Westward Housing. She is also a Non-Executive Director for Torvista Homes.

Joined the Customer Focus Committee in 2022 and the PCH Board in 2024
Having lived in Plymouth for most of her life, working in a construction background, Jo joined the PCH resident scrutiny team in 2015 and has been an active resident learning about social housing and helping other residents get involved with PCH ever since. She joined the CFC in 2022 before recently becoming a resident Board Member in 2024. In her spare time, she volunteers at the Four Greens Community Trust and is a former trustee at the SW Time Bank. She is passionate about social housing and really believes in what PCH does and how it supports it’s residents and staff.

Joined the PCH Board in September 2020
Julie is a chartered surveyor and member of the Royal Institute of Chartered Surveyors with experience in development, construction and property management across the private and public sectors. She is also a Fellow of the Faculty of Building and a corporate member of the Chartered Institute of Housing.
Julie is the former Chief Executive of Tamar Housing Society and co-founder of the new right-to-own tenure Rentplus. She is a trustee of the Kingsbridge charity, Feoffees.

Maja Jorgensen

Joined the PCH Board in May 2022
Maja started her career as an urban designer, best describing it as halfway between architecture and planning. Maja later went on to work for charities that empowered communities through design, giving them a say in new developments. Maja moved to Devon a year ago, having worked for the Mayor of London, Sadiq Khan on a scheme called the London Community-led Housing Hub.
“I have a diverse background having worked with many different people across different sectors and am super excited about future developments in Plymouth. I believe new housing developments should weave the community in and around them, making the most of insights from local people. Neighbouring residents of new housing schemes should always have a say and I want to encourage this in my role with PCH. New developments can become positively embraced, if you work with the community.”

Mike Day has over 40 years’ experience of affordable housing working in both private and public sector, having worked for Wimpey Homes, as well as Knightstone Housing Group (Now Live West), Shaftesbury Housing and Oxford City Housing.

Joined the PCH Board in May 2022
Sally Haydon has been the ward councillor in St Budeaux for 16 years. During this time, she was a Cabinet member responsible for customer focus and community safety which dealt with anti-social behaviour and environmental safety including fly tipping. She is currently a Shadow Cabinet member for Regulatory Service, Crematoria, Leisure, Events and Tourism.
